I don't think empathy is innate, or any emotion for that matter. You have the ability to fool yourself into empathy. Emotions are not rational, so they're not really grounded on anything. You can just convince yourself that you have an emotion and act in consequence, and for all intents and purposes, you have it. In practice that is no different from any person, because emotions are an intangible concept.

Empathy is learnt at a young age, but use of empathy is innate.

But even then, your emotional empathy won't trigger on everyone. It depends on you view of them and how severe their experiences are.
