What exactly? Like as a concept? It is the government stealing from people. That's my thoughts on it. It's the government taking people's money and deciding they know better than them how to spend it. The U.S. used to work fine back in the 19th century when there was no taxation at all. The country's budget came entirely from tariffs. Then they passed the 16th Amendment and then that was the end of that.
